My Lord Marquess,

I have the honour to submit for Your Lordship's consideration the following circumstances with regard to salary drawn by me while on leave.

2. Upon the departure of Mr Cooper on 12 months' leave of absence (4 months full and 8 months half-pay), I was appointed Acting Director of Public Works. After performing the duties for 6 months I had the misfortune to suffer from a severe attack of asthma produced by malarial fever, in consequence of which my Medical Attendant ordered me to proceed to Japan. Up to that time, Your Lordship will observe, I had received remuneration on account of my acting appointment (amounting to $100 per month in addition to my salary) for two months only.

3. During my absence, which, owing to continued ill-health, extended over 12 weeks, Mr Tooker was appointed Acting Director of Public Works and for the whole of the period mentioned received additional remuneration at the rate of $100 per month. Mr Tooker had, for the two preceding months, been in receipt of $50 per month.
